NaCCA Drops ‘Gender Identity’ Content, Upholds Ghanaian Values

The National Council for Curriculum and Assessment (NaCCA), in collaboration with the Ministry of Education, has withdrawn a section of a teacher support manual and released a revised version following public concern over content relating to gender identity.
In a press release signed by Director-General Prof. Samuel O. Ofori Bekoe, NaCCA denied allegations that LGBTQ-related content had been introduced into Ghana’s Senior High School curriculum. The Council emphasised that the approved national curriculum contains no such material.
The controversy arose from a definition within the Year 2 Physical Education and Health (Elective) Teacher Manual, a supplementary guide developed in 2024 to aid teachers implementing the new SHS curriculum. NaCCA clarified that Teacher Manuals are optional support resources and do not constitute the mandatory curriculum itself.
Following an internal review, the Council determined that the definition of “Gender Identity” in the manual was “not reflective of Ghanaian culture, norms, and values.” A revised version of the manual, aligned with national values and biological understanding, has now been published online and is accessible to the public and teachers at https://bit.ly/4jGMvyH.
“The Ministry of Education and NaCCA state unequivocally that the Government of Ghana has no intention to promote, endorse, or introduce LGBTQ content at any level of the educational system,” the statement affirmed. “Our curriculum remains firmly anchored in the socio-cultural fabric of Ghana.”
Efforts are underway to retrieve printed copies of the old manual from circulation. All future updates to educational resources will be reflected on the official curriculum portal, www.curriculumresources.edu.gh.
Prof. Bekoe expressed gratitude for public vigilance while urging stakeholders to base discussions on verified facts and reaffirmed the Ministry’s commitment to a transparent, value-based education system.
